BIOGRAPHICAL NOTE

Walter N. Thayer was a New York lawyer, newspaper publisher, and active in Republican politics at the city, state and national levels.  Born in 1910 in Dannemora, New York where his father was superintendent of the prison, Thayer absorbed a basic knowledge of the criminal justice system which would eventually lead him to a career in law.  After graduation from the Yale law school in 1935 he began a career as a prosecutor with the state attorney general's office (1935-36) and as an assistant U.S. Attorney (1937-38).  However, the intervening year, spent with the firm of Donovan, Leisure, Newton and Lombard, whetted his interest in private practice and he resigned as an assistant U.S. attorney in 1938.

Thayer's law practice was interrupted by service with the War Shipping Administration, Lend Lease Administration, and Foreign Economic Administration during World War II.  His service in these organizations is reflected in approximately two feet of files which provide insights into the planning and policy making processes.  Thayer had decided by August 1944 against a post war career as a government administrator.  Returning to New York, he formed his own firm, Thayer and Gilbert, in 1945 and returned to the practice of law.  Thayer was invited to become a partner in J.H. Whitney & Company, an investment firm headed by John (Jock) Hay Whitney who was determined to save the nearly bankrupt New York Herald-Tribune.  Whitney enlisted Thayer as his confidant, chief advisor, and personal attorney.  Even though he had agreed to lend the Tribune $1.2 million in 1957, it soon became obvious that Whitney would have to assume full control of the Herald-Tribune

Despite Whitney and Thayer's best efforts the paper continued to lose money.  A series of management studies resulted in extensive management, editorial and policy changes that promised to restore the paper's circulation and profitability in the early 1960's.  These hopes were doomed by a series of strikes in 1962-63 and 1965-66.  An attempt to merge the Tribune with several other New York papers was opposed by the Newspaper Guild and, after a Guild strike, Thayer and Whitney decided to discontinue publication of the paper in 1966.

Publication of the popular Paris based, international edition of the Herald Tribune continued, however.  Thayer successfully recruited the New York Times and Washington Post as co-owners of the new paper which was renamed the International Herald-Tribune.  During the late 1960's, Whitney's investment firm was transformed into a small publishing/media conglomerate, the Whitney Communications Company, which operated a number of radio and television stations, cable TV franchises, magazines and newspapers.  Thayer continued as president of this organization until his death in March 1989. 

The operations of the Herald-Tribune, the International Herald-Tribune and the Whitney Communications Company are reflected in extensive files of correspondence, memoranda, reports, minutes of board meetings, press releases and miscellaneous printed matter.  Thayer's personal and public service activities are also documented in the collection.  The papers also include files concerning the personal and professional activities of Thayer's father and grandfather who were prison officials at Dannemora.  Walter N. Thayer, Jr. became a widely respected prison doctor, penal reformer and state superintendent of prisons in Maryland and New York before his death in 1936.

Thayer inherited his interest in politics from his father who had many political contacts throughout the state of New York.  The earliest political files date from the early 1950's when Thayer was first approached to work on fund raising for the Eisenhower campaign.  Thayer's effectiveness as a fund raiser brought him to the attention of other Republican candidates, particularly Jacob Javits, John Lindsay, Richard Nixon and Nelson Rockefeller.  His advice was also sought in regard to strategy and party platforms and he served on many important GOP organizations, notably: the Citizens for Eisenhower-Nixon, the National Citizens for Eisenhower Congressional Committee, the Nixon-Agnew Campaign Finance Committee, the Nixon-Lodge Campaign Finance Committee, the Republican National Finance Committee, the New York State Republican Committee, the New York State Finance Committee, the National Republican Citizens Committee and the National Republican Congressional Committee. 

Thayer's political files also reflect his participation in two presidential commissions.  President Kennedy appointed him to the President's Commission on Campaign Costs and President Nixon appointed him to the President's Advisory Council on Executive Organization.
