HERBERT J. MILLER PAPERS, 1923-1978 Biographical Note Herbert John Miller was born in Heron Lake, Minnesota, on November 17, 1894. He attended the University of Minnesota in 1917 and the Sorbonne in 1918. He organized the Minnesota Taxpayers' Association in 1924 and served as executive secretary from 1927 to 1930. Miller was president of the Minneapolis Civic and Commerce Association from 1935 to 1939 and executive director of the Minnesota Resources Commission from 1939 to 1942. In 1943 he became the associate director of the Citizens National Committee, which supplied information on government programs to state taxpayer organizations. He served as research director for the Commission on Organization of the Executive Branch of the Government (First Hoover Commission) from October 1947 to March 1949. Miller later became executive director of Tax Foundation, Inc., a research organization dedicated to developing tax structures and providing information to the public on government programs. After retiring in 1959, he continued with the foundation as federal affairs counselor. Scope and Content Note The papers contain correspondence, memoranda, articles, speeches, clippings, notes, research files, and articles. Correspondents include: Harry F.
