BIOGRAPHICAL NOTE

Born June 4, 1927, Charles A. McManus Jr. left an administrative post at U.S. Steel to become a political consultant in 1959, working with Republican administrations and legislators to elect conservative candidates. McManus was associated for 16 years with Americans for Constitutional Action (ACA), working closely with ACA’s first leader, Admiral Ben Moreell, to promote political action based on ethics and religious faith.  When Moreell stepped down in 1965, McManus took the reins of ACA, introducing its signature tool, a rating of the voting records of members of Congress.  In 1966, McManus helped to create the Off the Record Club, a group dedicated to bringing together members of the Washington press corps, politicians and federal administrators in a non-confrontational environ.  In 1977, McManus was named the first director the PAC division of the Republican National Committee.  McManus retired from political consulting in 1991 and died November 8, 1995.
