OSCAR CLEMEN STINE PAPERS, BIOGRAPHICAL NOTE 1884 Nov 13 Born at Sandyville (Jackson County), West Virginia. Son of Thomas and Emily Josephine (Bogness) Stine. 1904 Graduated from Glouster, Ohio high school. Entered Ohio University (Athens). 1908 Ph.B. (liberal arts) from Ohio University. 1908‑13 Superintendent of Schools, Lithopolis, Ohio; science teacher, New Lexington, Ohio (1909‑11) and Sparta, Wisconsin (1911‑12). Superintendent of Schools Sparta (1912‑13). 1910‑21 Graduate work at the University of Wisconsin in agricultural economics (part‑time, 1911‑13, full‑time, 1914‑16). Ph.D. received in 1921. Took courses at Harvard and the University of Chicago (1910‑11). 1916‑22 Employed by the Department of Agriculture (Office of Farm Management) as an assistant agricultural economist (1916‑19) and as an associate farm economist (1916‑22). Became head of the Division of Statistical and Historical Research in the newly organized Bureau of Agricultural Economics in 1922. 1919 One of the founders of the Agricultural History Society. President of the Society in 1924 and editor of the Society's journal from 1927‑1932. 1919 June 30 Married Ruth Speerstra 1926 Delegate to International Institute of Agriculture, Rome. US Representative to statistical commission to exchanging agricultural statistics. Toured Balkans and Poland after Rome, advised US Consular Service on information gathering program. 1934 Attended conferences of agricultural economists in Germany and Rome. Toured Russia in hopes of exchanging agricultural information. 1938 Oct 27 Appointed by Secretary Wallace to a committee to study means of increasing food consumption by low income families. Stine proposed a food stamp plan, patterned on a Norwegian program, to make food available at reduced cost. 1939 Oct Evaluated the work of the Bureau of the Budget's Central Statistical Board. 1946 June 13 Promoted to be Assistant Chief of the Bureau of Agricultural Economics in charge of price and marketing studies. 1951 Aug 30 Retired. Accepted a position as an Associate Research Director with the Twentieth Century Fund to prepare an appraisal of past US agricultural policies. 1950-1951 Consultant to Japanese ministry of agriculture on development of an economic service for farmers. 1955 Part‑time work with the Library of Congress as Senior Agricultural Specialist. 1960's Assisted West Virginia development boards as an economist and statistician 1974 Mar 29 Died at age of 89.
