Pat M. Holt was born on September 5, 1920 in Gatesville, Texas. He graduated from the University of Texas in 1940 and got his master’s degree from Columbia University School of Journalism. Holt began a career in journalism until he was drafted into the Army in 1943. He then studied Japanese at Georgetown University and worked translating Japanese radio intercepts. After his discharge in 1946, he continued working in journalism until family friend, Senator Tom Connally of Texas, hired Holt as a staff member of the Senate Foreign Relations Committee in 1950. In 1958 Holt was placed in charge of Latin American affairs. After Vice-President Nixon’s visit to Venezuela in 1958 and the revolution in Cuba in 1959, the Latin American Subcommittee commissioned a study. In 1973 Holt was appointed chief of staff of the Foreign Relations Committee, and he remained in this position until retiring in 1977. Pat Holt passed away in 2007.

The collection documents Pat M. Holt’s career with the Senate Foreign Relations Committee and was donated by Holt in 1994. 

OUTGOING LETTERS were written by Holt from 1959 to 1976 and are arranged chronologically.

COUNTRY FILES contain reports of the political situation in Latin American countries for the Foreign Relations Committee. There are also trip materials, book reviews and newspaper clippings. The materials date from 1964 to1984 and are arranged alphabetically by country.

INTERNATIONAL ORGANIZATIONS AND CONFERENCES FILES primarily contain reports on or by various groups concerned with Latin American issues between 1962 and 1987. There is also correspondence, conference papers and articles.

The PROFESSIONAL FILES contain correspondence, interviews and reports between 1956 and 1984. The series includes Holt’s summary of a Foreign Relations Committee meeting with President-elect Carter and an interview with Holt which discusses the early years of US involvement in Vietnam.


Related materials can be found in the Bourke Hickenlooper papers. Hickenlooper chaired the American Republics Affairs Subcommittee of the Foreign Affairs Committee during the 1960s.
