BIOGRAPHICAL NOTE

Harold Royce (H. R.) Gross represented Iowa’s third district as a Republican member of Congress from 1949 to 1975.  He served on the Post Office and Civil Service Committee, eventually becoming the second-ranking Republican.  Gross also served on the Foreign Affairs Committee and the Manpower Utilization subcommittee. Although his Congressional career spanned five Presidencies, Gross neither initiated significant legislation nor chaired a House committee. Devoted to the concept of limited government, Gross opposed pork-barrel projects, even if they benefited his district. He retired from Congress in 1975.

Gross was born near Arispe, Iowa, on June 30, 1899.  He lived on the family farm until 1916, when he joined the United States Army’s border campaign against Mexico.  He served in France during World War I.  After the war, Gross attended journalism schools at Iowa State College (currently Iowa State University) and the University of Missouri.  Between the wars he took jobs as newspaper reporter and radio commentator in Iowa.  During the Great Depression, Gross wrote for the Iowa Union Farmer, earning a reputation as an advocate for farmers.  In 1940, Gross resigned from WHO radio in Des Moines to enter the Republican gubernatorial primary against the incumbent George Wilson.  Gross lost a close election, but carried many of Iowa’s rural counties.

In 1948 Gross successfully ran for Congress against incumbent John W. Gwynne, Iowa’s longest serving member of Congress.  He also won his next 12 campaigns for Congress, despite limited legislative accomplishments and minimalist campaigns, most of which were run for less than $1500. His only close race came in 1964 when Gross retained his seat by 419 votes and was the only Iowa Republican returned to Congress.

Gross was known for his fiscal conservatism, his conscientious study of issues, and his near-perfect attendance. Gross earned the reputation as ‘watchdog of the Treasury’ due to his careful reading of bills, willingness to take stands, and caustic commentary. He opposed all foreign aid, American intervention in Korea and Vietnam, raises for federal employees, and all Great Society measures, including Medicare. These positions earned Gross the enmity of his peers, but rarely stopped legislation. 

After retiring from Congress in 1975, Gross lived with his wife, Hazel, in the Washington DC area, so they could be close to their two sons, Philip and Alan.  H. R. Gross died in September 1987 at the age of eight-eight.

SCOPE AND CONTENT NOTE

The Harold Royce Gross papers primarily document his Congressional career and have been divided into seven series:

CORRESPONDENCE, 1948-1975
series contains over 31 linear feet of materials dating from 1948 to 1975 and has four sub-series: Congressional Correspondence, District Correspondence, Iowa Correspondence, and United States Correspondence. Nearly all of the Congressional and District correspondence was retained, although only major correspondents were retained for the Iowa and United States correspondence. The materials are arranged alphabetically by name of correspondent, although the District Correspondence is arranged alphabetically by county, thereunder by name of correspondent.

LEGISLATIVE FILES, 1949-1974
 document Gross’ legislative activities through three linear feet of material ranging from 1949 to 1974. The series primarily contains bills introduced by Gross, including his signature H.R. 144, introduced in each session to mandate a balanced budget. The remaining materials document his committee work, primarily on foreign affairs and civil service, and are arranged alphabetically by Committee.

PERSONAL CORRESPONDENCE, 1948-1974
consists of just under 2 linear feet of files of frequent correspondents with Gross, including prominent Iowans, national figures, and newspapermen. 

PERSONAL PAPERS, 1930-1979,
 consists of 2 linear feet of material which document his work as a reporter, commentator, and radio broadcaster.  Of particular note are the issues of Iowa Union Farmer from the Great Depression, which contain articles and commentary by Gross.  Also of interest are five folders documenting Gross’ work in radio during the latter years of the Depression and World War II.  This series also contains biographical materials on Gross, including theses by James Butler and Bonita Dostal.

POLITICAL CAMPAIGN FILES, 1940-1974
series documents all of Gross’ campaigns, beginning with the 1940 gubernatorial race through his runs for Congress. Materials include: clippings, correspondence, finances, and political literature and advertising.  The financial materials  are especially illuminating. The files are arranged chronologically by campaign, thereunder alphabetically by type of material.  

PRESS RELATIONS FILES, 1949-1974
include both press materials generated by Gross and press coverage of Gross. This series offers the best insight into the thinking of Gross through newsletters, press releases, and speeches. Of particular interest is his weekly constituent newsletter On the Capitol Firing Line, in which Gross offers a diary-like window into his political philosophy. This series runs 7 linear feet and is arranged alphabetically by type of material into four sub-series: articles, press releases, speeches, and weekly newsletter.  Within each sub-series, materials are chronological. 

SUBJECT FILES, 1948-1975
contain correspondence, memos, and clippings on issues in American political life and culture. Topics covered extensively include: civil rights, Congressional pay raises, the energy crisis, environmental issues, farming, housing, labor, trade and foreign aid, Sac-Fox (Mesquakie) Indians, Social Security, and the Vietnam War. The materials are arranged alphabetically by topic and total nearly fifteen linear feet.
