BIOGRAPHICAL NOTE

Frances Gloyd Awalt was born on January 3, 1895 in Laurel, Maryland. He graduated from Baltimore Polytechnic Institute in 1914 and received his Bachelor of Law from the University of Maryland in 1917. During World War I he served in the Reserve Corps as an artillery second lieutenant. In 1920 he began a 16 year career with the Treasury Department. In September 1932 he was appointed Acting Comptroller by President Herbert Hoover and served in that role through April 1933. He resigned from the Treasury Department in 1936 and practiced law until his death on December 28, 1966. 

SCOPE AND CONTENT NOTE

The collection is arranged into two series.

The OFFICE OF THE COMPTROLLER RECORDS (4 boxes) span the years from 1920 through 1969, primarily documenting Awalt’s work for from 1928 through 1936. The series contains: articles, correspondence, Congressional testimony, notes, reports, newspaper clippings, and booklets. The banking crisis of 1933 is represented by notes, an account book, and an article in the Harvard Law Review. There is also information about the 1950 reorganization.

The PERSONAL PAPERS (4 boxes) document work outside the Comptroller’s Office from 1932 to 1967, primarily his legal practice. The series contains: correspondence, speeches, newspaper clippings, awards, photographs, and a scrapbook.
